Warrnambool police Sergeant Angela Fitzgerald said the man was arrested about 4am on Sunday morning after an incident at the hotel.
Police will allege the man made threats to kill the publican at the Timboon Railway Hotel and during the incident produced a knife.
"He's yet to be interviewed but it's expected he will be charged with offences such as making a threat to kill and carrying a controlled weapon in a licensed premise," she said.
"The aggravating factor of carrying the knife in the hotel doubles to applicable fine," she said.
The man is currently in the Warrnambool police station cells.
It's expected he will be charged and either bailed or remanded in custody later this morning.
