Leading Senior Constable Chris Kelly said the woman was lucky she found the brake otherwise she would've continued into the Lifeline Shop on Lava Street.
The woman got her foot caught on the accelerator and continued reversing up a footpath and collected a Council electrical junction box.
"The Lava Street pedestrian light won't be working for a period of time until damage is repaired and there is about $20,000 of damage," Leading Senior Constable Kelly said.
"It was very lucky no one was on the footpath as they may have been struck."
CFA and Powercor attended the scene and Powercor turned several cables off that had connected with the car.
Leading Senior Constable Kelly said the woman's licence may be reviewed.
No one was injured.
EARLIER: Emergency services are on the scene of an accident involving a single car and an electrical junction box in Warrnambool's CBD.
It appears a 2002 Daihatsu Sirion collided with an electrical supply box on Warrnambool's Lava Street about 4pm on Friday.
Police, CFA and ambulance are at the scene.
The traffic lights located at the pedestrian crossing between Coles supermarket and Silvan Ridge Financial Services are currently not working.
The female driver is speaking with police and will be assessed for injuries.
A male witness from Warrnambool said he and his wife were about half way across the pedestrian crossing when he heard a large revving noise.
"I saw the car and I said to (my wife) 'that car is going to take off'," he said.
"I turned and saw it reversing flat out towards us. The car was roaring. It just missed the traffic light pole and crashed into the electricity box.
"Sparks and bits of plastic ricocheted off the box. We didn't know where to go. Part of the box fell less than a metre next to me and my wife."
The man's wife said she was OK but scared.
