He is helping the developers achieve their vision of creating a village within a city at Hopkins Heights.
Mr Rochecouste, who said he had worked on projects in 1000 cities around the world, said it was a bold endeavour that would set a new benchmark.
"The plan is to create a community within a community," he said.
There will be plenty of shared parks, shared spaces to enjoy the ocean and river views, a coffee shop and wine bar in the village hub, cycling tracks, facilities to enjoy fishing and canoeing and a virtual community portal to allow residents to connect with their neighbours.
Mr Rochecouste said the housing development had so much to offer.
"I think it's going to be unique to Australia," he said.
"It will put Warrnambool on the map."
"This project could be globally iconic, but locally distinctive."
The 420-lot development, which offers prime land on Hopkins Point Road, was officially launched at The Pavilion on Thursday night.
The lots vary in size from 450-square metres to more than 2000-square metres.
Harris and Wood real estate agent Matthew Wood said the housing development boasted both sea and river views, a rare offering in Warrnambool.
A number of blocks were snapped up before the development was officially launched.
