Leading Senior Constable Don Camilleri, of Camperdown police, said the two males that were in the car made no attempt to pay for the $83 of unleaded petrol they used to fill up the vehicle.
The burgundy-coloured Ford Falcon sedan was last seen heading towards Colac after driving off about 8.10am from the BP Roadhouse.
Leading Senior Constable Camilleri said police were looking through security footage of the men in order to identify them.
He said petrol drive-offs were not something that happened often in the town.
