Warrnambool City Council staff will stop issuing fines, cleaning public toilets and mowing sporting fields from late next week.

More than 50 employees seeking a pay rise have voted to implement all 44 protected industrial actions.
Australian Services Union (ASU) executive president Billy King said all union members had resolved to support the escalation of the action in a ballot conducted by the Australian Electoral Commission.
"I was keen to meet with chief executive officer Peter Schneider when I was in Warrnambool earlier this week to avoid bans that are going to affect all aspects of council operations, but he was too busy," Mr King said.
Staff are seeking a wage increase of 2 per cent or $30 a week - whichever is greater.
Mr King said ASU members were determined to get a fair pay rise for the lowest paid workers at council.
"The bans have been designed to affect council and unfortunately services delivered to the community will be affected," he said.
"We wanted to avoid stepping up industrial action at Warrnambool and impacting residents but there has been no movement from the city on our demand for a fair pay rise for the lowest paid workers."
The union members have agreed to a raft of measures, including an indefinite or periodic ban on responding to emails received after noon each day, a ban on responding to non-urgent requests from rate payers, a ban on mowing parks, reserves, green spaces or sporting fields and a ban on picking up and disposing of dead animals.
Work stoppages of up to 24 hours is also an option available to union members.
Some of the other measures include:
- Ban on entering private property
- Ban on entering information onto databases or computer systems
- Ban on clearing of trees and branches from walkways or paths
- Ban on attending CEO briefings or information meetings
- Ban on accepting rates payments
A Warrnambool City Council spokesman said the council would continue to negotiate in good faith with the union.
"All essential work will continue to be undertaken and when required external contractors will provide some services," he said.
Full list of protected industrial action measures
- An indefinite or periodic ban on Commercial Supplementary Valuation processing
- An indefinite or periodic ban on responding to emails received after 12 noon each day
- An indefinite or periodic ban on responding to non-urgent emails or phone calls from Team Leaders. Managers. General Managers, the CEO, or Councillors
- Interrupting or stopping work to type or re-type, for the purpose of including in each email to be sent, the following statement: "I am taking protected industrial action because all staff deserve more than a 2% pay increase.
- An indefinite or periodic ban on sending emails that do not include the statement: "I am taking protected industrial action because all staff deserve more than a 2% pay increase.
- Interrupting or stopping work to attach EBA campaign material and/or badges to clothes
- Indefinite or periodic ban on performing work in clothes which do not have EBA campaign material and/or badges attached
- Indefinite or periodic ban on performing work in clothes that are not casual clothes
- An indefinite or periodic ban on responding to non-urgent requests from rate payers
- An indefinite or periodic ban on making changes of address for ratepayers, residents, or customers
- An indefinite or periodic ban on entering private property
- An indefinite or periodic ban on selected street cleaning work consisting of drainage and cleansing
- An indefinite or periodic ban on using the two-way radio or mobile phone
- An indefinite or periodic ban on entering information onto databases or computer systems
- An indefinite or periodic ban on submitting forms to management
- An indefinite or periodic ban on cleaning public toilets, bins, public open space and surrounds
- An indefinite or periodic ban on repairing and/or cleaning of minor plant and equipment
- An indefinite or periodic ban on refuelling vehicles
- An indefinite or periodic ban on the mowing of parks, reserves, green spaces or sporting fields
- An indefinite or periodic ban on the clearing of trees and branches from walkways or paths
- An indefinite or periodic ban on picking up and disposing of dead animals
- An indefinite or periodic ban on litter pick up in reserves and streets
- An indefinite or periodic ban on processing invoices or infringements
- An indefinite or periodic ban on issuing permits
- An indefinite or periodic ban on distributing mail or correspondence within Council or between Council offices
- An indefinite or periodic ban on attendance at CEO briefings or information meetings
- An indefinite or periodic ban on accepting rates payments
- An indefinite or periodic ban on the collection of money or bank cheques from ratepayers
- An indefinite or periodic ban on attendance at staff or team meetings or 'one on one' meetings with supervisors, team leaders or managers
- An indefinite or periodic ban on the issuing of infringement notices
- An indefinite or periodic ban on investigating or responding to complaints about barking dogs
- An indefinite or periodic ban on contributing to, preparing or submitting Council reports
- An indefinite or periodic ban on contributing to, preparing or submitting monthly reports
- Interrupting or stopping work to write messages on Council vehicles, in non-permanent marker, representing the concerns of Council staff about the EBA negotiations and process
- Indefinite or periodic ban on operating or otherwise using a Council vehicle which does not have a message written on it representing the concerns of Council staff about the EBA negotiations and process
- Work stoppages of up to 24 hours' duration
- An indefinite or periodic ban on the completion of day sheets
- An indefinite or periodic ban on locking bin cages and locking bins onto pole mounts
- An indefinite or periodic ban on shutting vehicle garage roller doors
- Not locking Council vehicles at the end of shift and leaving keys in vehicles
- An indefinite or periodic ban on requests for additional invoices for missed planning fees
- An indefinite or periodic ban on issuing payment invoices for the Development Contributions Levy
- An indefinite or periodic ban on attendance at pre-application meetings
- An indefinite or periodic ban on taking action in response to all internal and external phone calls received before 12 noon relating to vehicle crossing inspections, road opening permits and water tappings
