Foster, who recently signed on for season 2020, said recruiting was key to her team's chances of rising up the Warrnambool and District league ladder next year.
But she is just as keen to develop the core group she has been working with in the past 12 months.
The Cats mentor said she had enjoyed watching young defender Zoe Hutchison progress this season.
"I'd like to see her have another 12 months of seniors," she said of the teenager who mostly plays goal keeper.
Meanwhile, it's likely Foster will be a playing coach in A grade next season.
The wing attack played A reserve this year after having 18-month-old son, Max.
She said she was hoping to get back to playing in the top division.
But she said she would like to recruit some gun players that could keep her out of the side.
The Cats will hold try-outs at the end of November and return to training after Christmas.
The young group will be looking to add some experience after finishing 11th this year.

Foster said her game plan from the start was to coach the Cats for at least two seasons.
But she waited until the end of this season to commit to 2020.
She said she was pleased to have familiar faces coaching the A reserve and B grade teams.
Stacy Mills will again coach the A reserve team while Chantelle Quigley will lead the B grade side.
"The club was looking for a bit of consistency," Foster said.
Steve Kilpatrick and Brendan Chatfield will mentor the reserves football side.
