The Mininera powerhouse told WDFNL president Michael Harrison of its intent on Thursday, ending months of speculation.
It means the Warrnambool and District Football Netball League will likely feature 10 teams next season if East Warrnambool votes to enter a two-year recess on Monday.
Bombers president Brenden Cottrill, who revealed his club was considering the league switch in July, said the door was open for future movement.
"It's definitely not off the table. It's something we'll be looking at as an option," he said.
"I'm not saying we'll be doing it in the next two years but we'll be looking at it.
"We're always pushing what is best for the club."
Cottrill said his club wanted more time to build its junior football program to meet Warrnambool and District league standards.
He said the Mininera and District league had been supportive and welcomed the club back for another year.
"We've spoken to them about our plans for the short term and they're happy to have us again," Cottrill said.
"We see ourselves as a strong club for the area.
"We know Hamilton Kangaroos and the Hampden league are really strong but we want to be the next step down."
Penshurst is still working to finalise its coaching arrangements for next season.
