Senior Constable Melissa Gray, of Terang police, said she intercepted an eastbound Mercedes sedan driving at 153 km/h between Terang and Camperdown at 11:30pm on Sunday night.
She said police suspended the 23-year-old driver's licence for 12 months and gave him a $825 fine.
Senior Constable Gray said the road was wet and police were shocked at the excessive speed.
"It is very frustrating for police to come across people driving at these speeds, especially when we hear people say how bad the roads are and that people need to drive to the conditions," she said.
Meanwhile, Senior Constable Gray said police also charged a Panmure driver of a ute who returned a blood alchohol reading of 0.128, more than twice the legal limit.
She said police intercepted the 59-year-old for a random breath test at Terang around 1am on Monday morning.
"He didn't expect police to be around at this time of the night. We are around anywhere at any time day or night," Senior Constable Gray said.
Police also supsended the man's licence for 12 months and impounded his vehicle for 30 days. He will attend the Warrnambool Magistrates' Court at a later date.
Senior Constable Gray said both drivers were caught during a nighttime road safety operation near Terang.
