It comes after the Hampden league board voted unanimously to include three new junior teams for season 2020.
The board voted to accept under 14 and under 16 teams from Portland and under 14s from Hamilton Kangaroos from next season.
Promnitz said some people had inferred Portland would replace the Hawks in 2020 as they currently play the team the Tigers' senior side faces each round.
Both under 14 and under 16 football grades would include byes under the changes.
"Hawks are still here and loud and proud," Promnitz said.
"The Hampden league has gone out of its way to make it known we're continuing.
"AFL Western District also agrees with that."

He said the Hawks would retain all their football and netball teams.
The Hampden league's sole juniors-only club has under 12, under 14 and under 16 football and netball sides.
Promnitz hinted at some positive progress at the Hawks.
"We might have some exciting news about the future sustainability of our club in the coming weeks," he said.
AFL Western District Commission chair Gerard Lucas said the Hawks were a valued club.
"They're providing football for juniors and it's really important you have good strong clubs that do that," he said.
AFL Western District still needs to give its tick of approval for the addition of the Portland and Hamilton Kangaroos teams.
Lucas said the recommendation would likely be to put to the AFL Western District commission in the next week.
