Marcus Edwards, 29, of Silvester Street, was arrested at a Must Street address by Portland police on Monday morning.
He was charged with aggravated burglary and serious driving offences, allegedly committed during the past week while avoiding police.
Mr Edwards appeared in the Warrnambool Magistrates Court late on Monday, did not apply for bail and was remanded in custody until December 6.
Police said a tip-off from the public led to Mr Edwards' arrest.
Trevor Hansen, 23, of Bolwarra Court, appeared in the Warrnambool Magistrates Court on Thursday last week and was also remanded in custody until December 6.
Police previously said that at 8.20pm on Tuesday last week three men attended at a Mitchell Crescent address in Portland.
It's alleged the men were involved in assaulting a resident and then left.
The victim was left with bruises and abrasions and all three visitors were known to him.
A third Portland man is expected to be interviewed again by Portland police this week as investigations continue.
Anyone with information about the incident is requested to contact the Portland police station or Crime Stoppers on 1800 333 000.
