EARLIER: Warrnambool City Council's monthly meeting has been adjourned only 20 minutes in.
Angry ratepayers yelled out during an agenda item about a proposed trip to Sweden.
Councillors were voting on leading a delegation of academia, industry and multi-tiers of government to Mariestad, Sweden to strengthen Warrnambool's alignment with the National Hydrogen Energy Strategy and the Victorian Hydrogen Investment Program.
Angry ratepayer Ben Blain yelled out during debate and the meeting was adjourned.
He said the council needed to get its financial affairs in order before sending the mayor, chief executive officer and council officers overseas.
"We want transparency," he yelled.
Other ratepayers joined in a cry of "sack them".
Councillors left the chamber and it is unclear if the meeting will resume.
