Battistello believes having all games recorded would help eliminate on-field incidents and slash the number of tribunals and investigations.

"(The) Ballarat (league) has been doing it for 10 to 15 years and yet we still won't put the burden on footy clubs," he said.

"Clubs are happy to pay players enormous amounts of money but when we need to contribute to actually making our league and competition better we don't come up with the goods in that particular area.

"It's as simple as clubs get behind it and the league enforce it.

"We are 10 years behind where we would be so it needs a shake up."

Battistello was speaking after the Roosters' elimination final loss to Port Fairy on Sunday.

Teenage South Warrnambool defender Flynn Atchison left the field in the final term with concussion.

Battistello said there was no malice in the incident but questioned why a free kick was not paid.

He said unrelated incidents, such as head-high contact and strikes, would continue to be a blight on the competition without video technology acting as a deterrent.

"It doesn't matter whether it's a report or not but we need to eliminate that out of the game," Battistello said.

"It gives energies to players that they know they can get away with it.

"We just don't pull up enough on it. We want to encourage our kids to play senior footy but it's those incidents that derail that push because you almost go 'where is our duty of care as a footy club?'."

Hampden league president Tim Mason said it was eager to have multiple football and netball games videoed and was searching for the best-fit, ideally for the 2020 season.

"Most (club) filming at the moment is predominantly of the senior game and it follows the play," he said.

"We are exploring the option of having other cameras around the grounds that could capture different views and more games across the whole league, both seniors and juniors and I think that this would improve the likelihood of more incidents being captured and add another tool to aid investigators in their review."

Mason said filming matches had wide-ranging benefits including player development, umpire development and strategic game planning.

"We have great support from our clubs and they support league initiatives that are for the betterment of the whole league," he said.

"If we find the right solution in consultation with our clubs, show the benefits and value to all parties then we will gain the support of the clubs.

"What that support looks like will be dependent on a number of factors and may or may not be financial."
