It is believed the pair are travelling conmen who offer to do maintenance work, including tree-lopping, and then disappear with the payment, leaving unfinished or substandard work.
Police said the suspected fake tradies were seen in parts of the Southern Grampians Shire, including Dunkeld and Tarrington.
"One eagled-eyed person observed the male's 'soft hands' didn't fit his explanation of being a hard working arborist," a police spokesman said.
Consumer Affairs Victoria says fake tradies can be sophisticated in how they attract business.
They often use flyers that have industry standard logos and Australian Business Numbers (ABN), websites that look genuine, signage of light poles or traffic lights and door-knocking with 'today only' specials.
Residents are urged to remain extra vigilant and report any suspicious people touting for work.
Anyone with information should contact their local police station, Crime Stoppers or the national travelling con men hotline on 1300 133 408 between 9am and 5pm, Monday to Friday (except public holidays).
