Warrnambool police Senior Constable Bryan Raymond said a female aged in her 30s was believed to be driving a Mazda on Mortlake Road about 10.30am.
As she approached the intersection near the Warrnambool Fire Station, a male in a Holden Commodore turned right and collided with the oncoming Mazda.
"It is believed both drivers had green lights," Senior Constable Raymond said.
"An ambulance attended the scene and both drivers were checked out for minor injuries. One motorist indicated they would take themselves to hospital.
"We are looking into the possibility of an infringement notice being issued at a later date."
Port Fairy police Sergeant David Walkley said a section of Mortlake Road was closed for about 40 minutes.
"The two vehicles were stuck at the intersection which is why the road remained closed for that time," he said.
The vehicles were towed from the scene.
