The 70-year-old man said he was on his way to the dentist and stopped to use the public toilets on the corner of Kepler Street and Raglan Parade about 12.30pm.
He said he didn't see the white bollard and drove straight over the top of it, causing the left wheel of his BT50 Mazda dual cab utility to become stuck.
"When I hit it, I couldn't believe what had happened," he said.
"I thought, what is going on with my life? I never saw the pole. I thought it might have been a hole so I stuck the car in FWD to try to get out of it."
Port Fairy police Sergeant David Walkley said the bollard collapsed under the wheel and the vehicle would need to be towed.
He said no injures occurred.
A nearby business owner said it was the third time the bollard had been hit in recent months.
"It was put there pretty much when the toilet block was finished," she said.
"When they first put it in, within 24 hours or less someone hit it. They didn't do the damage done today but they've simply not seen it and bumped it.
"It happened again and then this morning this poor gentleman was looking left to see if anything was coming, he obviously hasn't seen the pole and has just mounted it.
"There have been a lot of verbal complaints but I don't know if anyone has put an official complaint in before."
