District crime prevention officer Senior Constable Mal Agnew said the comprehensive 25-page kit provided a range of information.
"There's advice online so all business operators can become inform," he said.
"It's pretty well known that there are a lot of scams continually running through the internet and every day services like email that we all use.
"We advise all business operators to check all their emails. If anything is received out of the ordinary be very careful."
Senior Constable Agnew said anyone asking for money or urging businesses to take immediate action should be treated cautiously.
"Check the email addresses, double check with the businesses you are dealing with and make sure any requests are 100 per cent legitimate," he said.
"Don't send any money to different bank accounts unless you are 100 per cent sure they are legitimate."
The crime prevention officer said that Warrnambool and other rural Victorian businesses had been the target of scams where businesses were asked to change bank account details for payment.
"Always check. People are being deceived every day. Victoria Police is putting out the message, be aware," Senior Constable Agnew said.
