Bailey Joseph Anwyl, 19, of Warrnambool, pleaded guilty in Warrnambool Magistrates Court to driving in a manner dangerous.
Magistrate Franz Holzer said the offending was "really reckless, really stupid and dangerous beyond belief".
"Say you stopped suddenly and someone falls out the back or through the window, onto the road, into a tree or another car," he said.
"You could have killed or maimed them. It happens. Young people aren't invincible.
"That was a really stupid choice."
Anwyl was convicted, ordered to complete a safe driving program and be of good behaviour for 12 months. His licence was disqualified for six months.
On January 5 police monitoring CCTV cameras observed Anwyl's yellow Ford Falcon utility near a CBD toilet block at 1.45am.
There was a female hanging onto the front bonnet and three males in the back tray.
As the vehicle began moving, the female jumped off the bonnet and into the rear tray. The vehicle disappeared from the camera but returned a short time later.
The four people in the back jumped out of the vehicle and Anwyl was observed exiting from the driver's seat.
Police said the utility tray was not fitted with seat belts and the vehicle had no P-plates attached.
Anwyl attended the Warrnambool police station on January 18 where he made full admissions to the offending.
He said the people observed on camera were "12-year-old kids annoying the shit out of me and not letting me go home".
