Warrnambool CFA station officer Paul Curran said units attended at a Mountain Ash Drive address about 1.15pm on Saturday where a resident was burning waste in his backyard.
He said the fire was in breach of Warrnambool City Council bylaws and was subsequently extinguished.
"It's important to remember that you can't burn off anywhere in the Warrnambool city area," Mr Curran said.
"People must comply with those bylaws."
Under council laws, burning off of household and other wastes and the use of backyard incinerators are all banned.
Residents cannot use incinerators in the open air to to burn grass clippings, mulch, prunings, leaves or newspapers and cardboard.
A permit must be obtained to burn in the city boundaries while farm zoned properties do not require a permit.
