Hoare is back from a groin injury and McConnell a corkie.
The experienced Bourke and Harkin, who are premiership players, will make long-awaited returns.
Ned Payne, Edward Lee, Stephen O'Connor (hand injury) and Joel Dillon are the Power's outs.
The Blues welcome back goal-kicking machine Gary Robinson, one of the competition's best forwards.
Co-coach Shane Threlfall said Rick Spokes was unlucky to miss out.
Robinson, who has been injured and unavailable, hasn't played a senior match since early June and didn't face the Power earlier in the season.
Could he be the difference this time?
Threlfall said his key forward trained well during the week.
"He's looking forward to getting back out there," he said.
Meanwhile, sixth-ranked Panmure will welcome back key-position player Sam Melican for its blockbuster with Allansford.
Melican, who had a knee operation, has been missing since May and will line up at centre half-forward.
Bulldogs' Thomas White and Patrick Ryan are unavailable.
The Cats, desperate to hold onto fifth-spot, have brought in guns Beau Dignan, Patrick Higgins, Jeremy Ellis, Travis Membrey and Dylan Hare.
Allan Noone, Dalton Pincott, Bronte Baker, Taylan Jones and Joe Meade make way.
There's no doubt it's a must win for both sides.
Sean Barnes, Oliver Watson and midfielder Tate Porter are handy inclusions for third-placed Merrivale which faces South Rovers.
