While the changes would overall see opening hours reduced, mayor Mick Wolfe said the proposed changes responded to calls from nearby communities for more suitable opening times.
"We have heard a number of reasons as to why residents want the opening hours changed, including being more accessible for full-time workers and business owners," Cr Wolfe said.
The changes would see Hawkesdale's waste facility open on Sunday afternoon rather than Saturday morning, and opening times reduced by an hour to be between 1.30pm and 4.30pm.
Mortlake's Waste Facility would open an hour later between 1.30pm and 4.30pm, and continue to open on Tuesday, Friday and Sunday.
The council also proposes to open the Macarthur tip on Sunday mornings for a longer period of between 9.30am and 12.30pm, rather than for two hours on Monday and Saturday afternoons.
Cr Wolfe said the council was now seeking further feedback on the proposed changes.
People can give feedback for 28 days online at moyne.vic.gov.au/waste or by completing a survey at the relevant waste facility.
The Hawkesdale tip site was mooted to close in 2016, however a concerted community effort saw it kept open.
The town's residents group, Hawkesdale and District Development Action Committee, created a petition calling on councillors to vote against closing the Baird Street facility, which they did.
