An organisational review of Warrnambool City Council is due to begin "shortly", according to chief executive officer Peter Schneider.
Mr Schneider said a tender for an independent review of its operation had been advertised and assessed.
The review comes as the council attempts to cut costs following public outcry after being permitted to lift rates by 4.5 per cent, above the state government cap of 2.5 per cent.
The successful consultant has not yet been appointed to assess the set up, however an advertisement on Tenderlink said applications closed on June 24.
"The purpose of the review is to ensure the structure of the organisation efficiently and effectively supports the services council provides to the community of Warrnambool," Mr Schneider said.
"Part of the review will assess whether the segregation of duties facilitates good internal control, which underpins controls around purchasing and credit cards."
It is not yet known how much the organisational review will cost, when it will begin and if the results of the evaluation will be made public.
The advertisement for the tender said the council was "seeking quotations from suitably qualified and experienced consultants to undertake a review of the organisation".
It said the aim of the review was "to provide recommendations on the most efficient structure and utilisation of the personnel resources in the organisation".
"This review is to be undertaken to provide the appropriate resources to best achieve the aims of the council plan and council's key strategies for its community," it said.
In March Mr Schneider told The Standard he had "no preconceived ideas about the outcome of such a review, preferring not to speculate before I have the results at hand".
Mayor Tony Herbert called for an organisation-wide review of the council, which he said was "unsustainable in its current form" earlier in the year.
Cr Herbert's fellow councillor Peter Hulin said he "absolutely" supported a full organisational review.
