AFL Western District released its South West Junior Review draft recommendations report on Thursday which sets out a junior restructure in the Portland and Hamilton areas.
A key recommendation is that Portland field an under 16 team in the Hampden league in 2020.
"It has always been the intention of the league to have all of the clubs represented in the junior competition," Mason said.
"We will continue to consult with our clubs and AFL Western District to work through the recommendations and the timing of the teams entering the competition."
The draft report, which has 26 recommendations, proposes Portland's under 16s would be a "representative side of Portland and the south-west (league) and be aspirational for young footballers in the region".
Another recommendation that would impact the HFNL is that Portland and Hamilton Kangaroos field under 14 teams in the Hampden league in 2021.

Mason said the draft report was circulated around the Hampden league board on Thursday for review.
"The most important thing is that we have people enjoying and developing their football," he said.
"We will work with our clubs and AFL Western District's commission to ensure the success, enjoyment, development and longevity of our junior competitions."
A third major recommendation is that Portland Junior Football Association and Hamilton Kangaroos Junior Football League merge to form the Greater South West Junior Football League with under 16.5 and under 13.5 competitions.
Feedback on the draft report is due on August 2 with the final report and recommendations released by August 23.
