Emergency crews were called to the Laverton North SKM plant on Monday evening and found a "deep-seated fire" in a machine that was surrounded by tonnes of waste.
EPA officials, who are investigating the matter, believe the fire - which was quickly extinguished - involved a conveyor belt.
The investigation could lead to another plant shutdown for the company, which would follow the closure of four of its plants in February due to safety concerns.
