Police pulled the boy over in a Warrnambool industrial area after they noticed he looked younger than 18.
"Police spotted him when they were driving past and thought he didn't look 18," Warrnambool Acting Sergeant Don Camilleri said.
He said the boy had told police he was helping his dad during the school holidays.
"He had a hi-vis vest on so was obviously thinking of safety," he said.
The boy is expected to be charged with unlicensed driving and fined up to $800.
"Sometimes we catch fairly young drivers behind the wheel of a paddock bomb but not a truck," Acting Sergeant Camilleri said.
"This wasn't a little truck either, this was a heavy articulated truck, it was a big one."
