Jordan Frost, 21, of Mack Street, appeared in Warrnambool Magistrates Court on Monday where he applied for bail.
Police prosecutor Senior Constable Mick Aitken said Mr Frost had a drug habit, no support services and had not been complying with his corrections order or previous bail conditions.
But magistrate John Lesser said he was convinced Mr Frost's mother would provide a stable and supportive address, and that the accused's intellectual disability meant he would be vulnerable in custody.
Mr Frost was released on bail with strict conditions, including he not do drugs, comply with his corrections order, abide by a 9pm to 7am curfew, present at the front door on police request, undergo drug testing when required and not contact any co-accused or witnesses.
He will appear in court again on August 26.
Police allege on June 21 Mr Frost jemmied open the front door to JQ Skating on Warrnambool's Fairy Street.
He allegedly forced open a money tin, and rummaged through cabinets and drawers before stealing a number of items, including a medium sized camouflage-coloured jumper worth $99.95.
Then about 8.30am on June 22 he attended his girlfriend's home and jammed a sharp knife inside a bedroom door for privacy.
He showed her the bag of clothing but denied stealing them and used her phone to search the surf shop in an attempt to prove his innocence.
He then gave her the camouflage jumper.

A short time later the victim received a phone call from another woman who said she had been sleeping with the accused. The victim asked Mr Frost to leave.
He became angry and demanded she return the jumper. She refused.
Mr Frost allegedly grabbed the jumper and tore it down the front. He then began kicking the victim to the arm before pushing her against a wall and punching her to the head.
The victim attempted to defend herself by throwing a lamp at Mr Frost. He then grabbed the knife from the bedroom door and pointed it at the victim.
Police attended the property at 9.40am.
During investigations it was revealed that the jumper had come from the skate shop.
Mr Frost was later intercepted riding a bike on Warrnambool's Crawley Street. He was found with 0.4 grams of a crystal-like substance believed to be methamphetamine.
He was arrested and conveyed to Warrnambool police station.
The court heard at the time of the offending, Mr Frost was on bail for the theft of a trailer and a burglary at a neighbour's house, where he allegedly broke in and stole their laundry.
He told police he sold the clothes in order to buy drugs.
