Racecourse manager Daniel Lumsden said the track would possibly be rated a heavy nine or 10, depending on the conditions.
"We had over 25mls of rain in a week and we had a fair bit before that," he said.
"We're watching the weather forecast regularly. They had predicted we were going to get a fair bit of rain on Tuesday but that forecast has been changed.
"The running rail will be out nine metres for the meeting."
A maiden hurdle, open hurdle and a maiden steeplechase have been added to Warrnambool's program after being transferred from the Ballarat meeting on Tuesday.
Lumsden said the maiden steeplechase would be run on the course proper.
"They were some horses that were to be entered in the maiden steeplechase that were not qualified to run in the paddocks, so the decision was made to run the race on the course proper," he said.
"It was just too late after the jumps races were transferred from Ballarat to get them qualified in the paddocks, Racing Victoria decided we run the 'chase on the course proper."
Warrnambool's last race meeting scheduled for June 4 was transferred to Casterton because of a heavy section of ground in front of the mounting yard.
Lumsden said the area had dried out and would be right for Thursday's meeting.
