Detective Sergeant Andy Raven, of the Warrnambool police crime investigation unit, said detectives and uniform officers raided a Cobden property after the Corangamite Shire Council depot in the town was burgled during the past month.
He said that during the execution of the warrants on Friday morning officers uncovered a range of tools believed to be stolen, including blowers and chainsaws.
The men are being transported to the Warrnambool police station where it is expected they will assist police with their inquiries.
On Thursday two Nullawarre men aged in their 30s were charged and bailed after a series of farm thefts in the Ecklin, Glenfyne, Cobden and Nullawarre districts.
