The toddler went missing from the Koolatah Station homestead in the Kowanyama region on Tuesday afternoon and emergency services teams have been unable to find him.
Cape Patrol Inspector Mark Henderson spoken to Ruben's family on Thursday night with the sad news about the likelihood of the boy's survival in harsh conditions.
"It is with regret that I had to sit with the family and advise them of the survivability of their son and grandson had now passed," Inspector Henderson said.
"That won't stop our efforts. We've had 1700 sq km, 450,000 sq acres to search. It's been a very hard task and we've given it our best but paediatric experts now tell us that survivability has passed."
Ruben's grandfather Noel Scott has thanked the community for their assistance in the search.
Police, SES and volunteers remain at the property and continue to look for the boy.
We will continue to find young Ruben and bring closure to the family," Inspector Henderson said.
"Our thoughts go out to Reuben's family, friends and the communities of Maramie and Kowanyama, as well as everyone involved in the search."
