South-west police road safety manager Senior Sergeant Dean Greenwood said the impaired driving message was simply not getting through to south-west drivers.

"If you drink and drive, if you use drugs and drive, you will get caught and prosecuted to the full extent of the law," he said.

"Victoria-wide this year we've already had 140 deaths on our roads compared to 88 at the same time last year.

"In the south-west there's been 10 road trauma deaths in five months compared to nine for all of 2018.

"They are disturbing trends and we're not even halfway through the year."

Senior Sergeant Dean Greenwood said all road users, including cyclists and heavy vehicle operators, had to take responsibility for their behaviour.

"We've all seen the TAC ads on TV, we've heard and read about police talking about road safety," he said.

"I don't know what else we can do from a police perspective except repeat the message - speed, impairment, distraction, hoon driving and failing to wear a seat belt greatly increase your chances of dying on the roads."

The road safety chief said that since March police had also been running an operation targeting licensed premises in country areas where there was a minimal police presence.

"We're focusing on those pubs or football/netball clubs in rural areas," he said.

"We will be pulling over cars and testing drivers for both alcohol and drugs," he said.

The action in Port Fairy started at 11.58pm on Friday when a 21-year-old Warrnambool P-plater was detected speeding at 128km/h in a 100km/h zone.

He tested positive for alcohol, underwent an evidentiary breath test and recorded an breath alcohol concentration of 0.09 per cent.

The P-plater's licence was immediately suspended and he will appear at Warrnambool court at a later date.

At 11.56pm on Saturday a 60-year-old Port Fairy man was seen driving, he was intercepted and tested positive for alcohol in a PBT.

He refused an evidentiary breath test, is being charged and his licence was immediately suspended.

He will also be ordered at court in September.

And at 9am Sunday a 27-year-old Port Fairy man was intercepted, tested positive for alcohol and recorded a reading of 0.074 per cent.

The man's licence was immediately suspended and he was fined.
