Sherelle Shaw said she was disappointed people had fed the seal, making it reliant on the food. "I think it should be left alone but if something has to be done, it should be relocated," Ms Shaw said.
She admitted the seal had become a pest, but said humans were to blame.
Ms Shaw said people should be penalised if they feed marine life.
"Council needs to hand out huge fines or fisheries could take away fishing licences," Ms Shaw said.
The Department of Environment, Land, Water and Planning is investigating options on how to manage the seal.
