Sergeant Greg Cressall, from the Warrnambool police Highway Patrol Unit, said members were walking the streets of the city's CBD looking for distracted drivers and seat belt non compliance.
"We are targeting anyone using their mobile phones or any other device behind the wheel," he said.
"We held a similar operation last year and that highlighted a number of issues on the road. "
That November operation detected 71 offences over two days.

More than 40 people were caught using their mobile phone behind the wheel, including nine probationary drivers.
The operation also detected two motorists caught eating while driving. They were each fined $242.
Last month a similar operation was held, with 14 drivers fined a combined $6500 for either talking or texting on their phones while driving or stationary at the traffic lights on Raglan Parade.
Sergeant Cressall said he hoped to see less distracted drivers on the road.
He said Highway Patrol members would be out in force for the whole day on Friday.
Anyone with information should contact Warrnambool police or Crime Stoppers.
