Kim Miller captured the bright light and a vertical trail on his CCTV surveillance system at his west Warrnambool home.
He reviewed the footage when he woke up on Wednesday morning.
At 11.15am the sky lights up for a few seconds, a sight many other people around the state have reported.
"It's pretty impressive," Mr Miller said.
"If it had been any closer we would have known about it."
It is believed a tiny chunk of rock probably no larger than a marble lit up the sky for hundreds of kilometres over Victoria.
Perry Vlahos from the Astronomical Society of Victoria has been fielding calls all day from people who saw the flash, some from as far away as South Australia.
