There was only one diagnosis this time last year.
It comes after 26 people have died across the state from the flu this year already, including three children.
Warrnambool council's immunisation coordinator Alison Elliot said the number of cases of the flu in city was substantially higher than this time last year.
"According to Victorian Government statistics, there have already been 110 confirmed cases of influenza in Warrnambool, compared to just one at the same time last year," she said.
"We have seen an increased demand for influenza vaccines this year across all age groups.
"Being immunised against the flu each year is one of the best things you can do to protect yourself and those around you from this serious and potentially deadly disease."
Ms Elliott said the council offered free quadrivalent shots (shots that protect against four different types of flu virus) for children aged from six months to five years.
"The National Health and Medical Research Council advises that infants and children younger than five years of age, and especially those under three years of age, are more likely to get severe flu infections that require hospitalisation than older children," she said.

"Young children with flu are also more likely to spread the infection to others. By protecting them we can also help protect other vulnerable people in the community."
Ms Elliott advised council also offered an immunisation program for businesses looking to offer vaccines to their staff.
"Aboriginal and Torres Straight Islanders, pregnant women, people aged over 65 and people with certain medical risk factors are also eligible for free flu vaccines via the National Immunisation Program," she said.
"They should contact their GP or community health service to access a free vaccine."
Ms Elliot said if you were not eligible for a free vaccine, they were available from GPs and chemists at low cost.
