Members of Hamilton Highway Patrol detected the 29-year-old man travelling 117 kilometres an hour in a 100 zone along Natimuk-Hamilton Road near Balmoral.
The driver had a disqualified licence and was driving an unregistered vehicle when he was pulled over by police.
The members conducted a roadside drug test which returned a positive result for Methylamphetamine or MDMA.
The vehicle was impounded for a period of 30 days at a cost of around $1500.
The man will appear in court on summons at a later date.
