The first installment of the annual event will take place over the Queen's Birthday weekend, June 7-10.
The now world famous Dachshund Dash, to be held on the Sunday, will again be the centrepiece of the opening weekend.
But the quirky dog race will have a strong supporting cast in its quest to get people to town.
An opening party will be held on the Friday night on Fiddler's Green, while a coffee class and yoga sessions are also listed.
A feature of the Friday night will be a forum at Reardon Theatre, titled The Ideas Place.
This event is targeting people behind community events to come along and share and listen to ideas.
Quest speakers for the night will include Port Fairy Folk Festival director Caroline Moore and Head of Events at the Melbourne Food and Wine Festival Aimee Luxton.
Port Fairy Winter Weekends committee member Courtney Smith said the program was a celebration of life in the town.
"Winter weekends celebrates local art, food, music and community," Ms Smith said.
"It's a genuine community festival, run by volunteers.
"It's a showcase of the talents of the amazing townsfolk and embraces the pristine, invigorating landscape of the town."
As was the case with last year when winter weekends paid tribute to Pulp Fiction, another big screen cult classic will feature in 2019.
Labyrinth, a 1986 film starring David Bowie, will screen at Reardon Theatre on the Saturday night. Those coming along are encouraged to dress in the theme of the film. This is a ticketed event with information available at www.portfairywinterweekends.com.au/tickets
The Port Fairy Winter Weekends will include four installments.
The June long weekend activities will be followed by others on June 21-23, July 6-8 and July 19-21.
Ms Smith said winter weekends is aimed at both locals and visitors.
"The sense of community spirit will be found in abundance through art, music, wine, coffee, cinema and workshops that have been specially curated to showcase the best of the region," Ms Smith said.
She said the winter weekends program had plenty included for families to enjoy.
These activities will include sand sculpturing, creative nature play, campfire storytelling and a Mad Hatter's Tea Party.
Food will again play a big part, with baker Will Jane to host a focaccia making class on the Saturday of the opening weekend.
