The 19-year-old man, who was driving his 2017 Mustang at 142km/h in a 100km/h zone, was just three kilometres short of having his car impounded by police.
Senior Constable Melissa Gray, of Terang police, said the man was on his was from Noorat to Mortlake on the Terang-Mortlake Road when he was intercepted.
"It's definitely not the wisest decision he's made today, travelling at those speeds," Senior Constable Gray said.
"Lucky he didn't cause an accident.
"Given the road toll at the moment, people need to slow down and drive to the conditions."
The driver was fined $685 and had his international driver's licence suspended for six months.
