Warrnambool police Sergeant Bec Miles said the men aged between 25 and 55 were arrested for being drunk and causing problems in Warrnambool's CBD.
She said no violence was involved.
"The men were lodged in the cells until they were sober enough to be released," she said.
"They were each issued a penalty notice of $645. It sends a message to those going to the races today, to be safe, watch their alcohol consumption and behave when they're out on the town."
