Witnesses saw the man acting suspiciously near a grass fire in Hamilton and held him there until police and CFA arrived around 3pm.
Hamilton police Sergeant Mark Phillips said they were called to a 10 by 10 metre fire on Mount Napier Road. He said the offender was released, pending a summons, and then stole a bike from outside Woolworths at 5pm.
"The boy reported it at the station and within an hour we had him return the bike and arrested him," Sergeant Phillips said.
"He's being interviewed, and the charge of the fire may be added to that so he goes away with a handful of charges," he said.
"His behaviour seemed to be escalating. We'll be putting him on bail so we can keep a close eye on his behaviour until court."
