The Bombers are sitting pretty with the highest percentage in the Hampden league - 155.13 - after strong wins over Warrnambool and North Warrnambool Eagles.
Wheadon was best on for Cobden in round two's six-goal win over Jaime Barr's side after taking nine intercepts as goalkeeper.
But Starr said Wheadon was also armed with an an impressive game sense, enabling her to take control of matches when deployed in the mid-court.
"Jess is just an absolute athlete and super competitive," Starr said.
"She can play almost everywhere. So it's just about working out which combination works best and where we can get the maximum impact from her."
Cobden faces a major challenge this week in the form of Port Fairy.
The Seagulls, coached by Rhiannon Cuomo, also boast a healthy percentage of 120.83 after winning the opening two games of the season.
"I think they're a bit of an unknown," Starr said.
"Moving Carly Watson in goals is going to be a totally different look and potentially hard to shut down.
"She's incredibly athletic, with a great vertical leap and understanding of the game."
But Starr said she would remain more focused on fine-tuning her Bombers outfit than adapting to opponents. She said while Cobden's transitioning needed improvement, the players' work-rate have made the side a "dream" to coach.
