Lyndon Joiner has made several attempts to remove the Patricia Mary, with the help of mates and other vessels, without success.
"I can't do anything at the moment because of the weather," Mr Joiner said.
However, he has been visiting the site each day to inspect the yacht and said it was holding up pretty well.
"The actual hull is in pretty good shape," Mr Joiner said.
He said he was hopeful the weather may allow him to attempt to remove the yacht on the weekend.
"I'm determined to try and get it off the rocks," Mr Joiner said.
"The dream is still alive.
"I'm not going to go down without a fight."
Mr Joiner plans to tow the yacht back to Warrnambool to assess the damage.
"I'll know as as I'm towing it towards Warrnambool whether there is any water coming in," he said.
Mr Joiner has spent 7000 hours working to restore the vessel, which he hoped to set up as a charter boat.
The black yacht disappeared out the back of the Warrnambool breakwater at 7.50pm on Monday, March 25.
Acting Sergeant Lana Roberts, of Warrnambool police, said security camera footage showed the yacht drifted away in rough seas.
