The road was closed for about eight weeks for a long-awaited upgrade.
Works included cement stabilising and widening, allowing for two lanes of traffic between Gateway Road and Horne Road.
Warrnambool City Council city infrastructure director Scott Cavanagh said in January the road was due for an upgrade.
"The volume of traffic using the road has greatly increased since the completion of the Horne Road and Aberline Road redevelopments," he said.
"Over the coming years, Boiling Down Road will become an even more important connection for people looking to access the Horne Road business park and thousands of new residential properties in the city's north-east."
A city council spokesman said the road had opened sooner than expected.
"It was re-opened earlier this month, which was ahead of schedule," he said.
"Our aim was to have the road re-opened by Easter, so this is a positive result.
"Temporary line marking will be completed soon, with a final seal and permanent line marking to take place in November.
"The road will operate at a reduced speed limit until then."
