Warrnambool police said the man had accumulated 22 pages of prior court appearances in the past two years.
He is usually arrested at least monthly, has been banned from Gateway Plaza, but continues offending.
He often receives jail terms measured in days due to his range of issues.
The regular business owner victim has made statements to police outlining the huge impact to his business and the enormous frustration caused by the man's continued offending.
The accused will appear in the Warrnambool Magistrates Court on Monday for a bail/remand hearing which is likely to become a plea and another jail term.
