Portland police Sergeant Ray Hasting said the van crew had been called to the supermarket about 5pm on Monday.
He said they parked out the front of the supermarket.
"The offender, a 60-year-old Portland man, voiced his displeasure about where the van was parked," he said.
"There was a conversation with the police members and then the man has deliberately driven his vehicle into the front of the van."
"He was arrested, interviewed, charged and has been remanded in custody to appear in the Warrnambool Magistrates Court for a bail/remand hearing."
Sergeant Hastings said the man had been charged with ramming the divisional van and other offences including reckless conduct endangering serious injury.
"There's significant damage front end to the new van which has only done about 3000 kilometres," he said.
"It definitely needs a trip to the panel beaters," he said.
