Neasham, who is the foreman of Ciaron Maher's Sydney stable, made headlines around the world last year when she and Adrian Corboy won the Mongolian Derby - the world's longest horse race.
They set out on a seven-day expedition and endured 1000 kilometres of rugged terrain on semi-wild Mongolian horses to claim victory in the marathon race.
Quinn works for Tabcorp and is a regular on RSN 927 and Sky Racing.
He has been a long-time devotee of the famous carnival and was spotted in the winner's circle when Vindicating, a horse he had a small share in, won the 2011 Brierly Steeplechase.
The launch for this year's carnival will be held at the Pavilion Café in Warrnambool next Friday from 7am to 9am.
The carnival runs from April 30 to May 2.
