Mr Hidding, the state's former police minister, quit politics in February after being accused in the media of historical sexual abuse, claims he strongly denies.

State parliament resumes on Tuesday, with Mr Hidding replaced by former councillor and Liberal John Tucker, who won a recount for the vacancy in the seat of Lyons.

The government was forced to delay the resumption of parliament by a week to allow for the recount and avoid a potential minority in the lower house.

The Liberals hold a narrow majority with 13 of the 25 lower house seats.

Premier Will Hodgman is likely to field opposition questions about whether he has control of his party after two backbenchers quit in a matter of weeks.

Mr Brooks also resigned in February following a two-year investigation that cleared him over the use of an email account linked to his mining software business while mining minister.

But the Integrity Commission found Mr Brooks misled the premier and deleted emails, partly because he thought they could be damaging.

Mr Hodgman, though, has said it will be "business as usual" when parliament resumes and delaying the start was the best option based on advice.

Legislation to introduce potential jail time for cases of severe bullying is expected to be tabled during the first sitting week.

Labor has indicated it will wait to see the details of the bill before deciding its position.
