Colleen Ann Kertland, 49, previously of Killarney and of no fixed address, pleaded guilty in Warrnambool Magistrates Court to shop steal and refusing to accompany police for an oral fluid test.
Lawyer Sara Kingston said Kertland suffered an acquired brain injury following a car accident in 1994.
She said her client was addicted to ice and at the time of the theft had not slept for two weeks.
She said Kertland refused the oral fluid test because she feared her housemates were stealing her property.
Kertland was convicted, placed on a 12-month good behaviour bond and ordered to pay restitution to Camperdown Roadhouse BP.
Her driver's licence was suspended for two years.
On July 4 last year, Kertland was travelling west on Warrnambool's Botanic Road when she was intercepted by police.
A preliminary oral fluid test revealed the presence of drugs in her system and police asked her to accompany them to the station for an evidentary test, but Kertland refused, stating that she didn't have time.
Then on November 22, Kertland attended the Roadhouse BP on Camperdown's Manifold Street about 5.45am.
She hid a packet of Monte Carlo biscuits, a torch and packets of nuts and fudge in her jacket pocket before leaving the store, making no attempt to pay.
An employee observed the theft and contacted police, who located Kertland in her vehicle outside the service station.
She was arrested and conveyed to Camperdown police station.
