The driver returned an alcohol breath concentration of .205 at 7.13am following an accident, during which he crashed into a large sign and fence.
The man's driver licence has been suspended for 12 months, pending the outcome of the charges in the Warrnambool Magistrates Court.
It's expected that his licence disqualification will be extend if the charges are proven in court.
Mortlake police Senior COnstable Paul McLean urged all drivers to obey the road rules.
"To all motorists, please do not drink and drive. We do not want you adding to our road toll," he said.
Earlier: Fire investigators will try and determine the cause of a blaze this morning that destroyed a Land Rover and garage worth $15,000 at Mortlake.
Mortlake police Senior Constable Paul McLean said emergency services were alerted about 2am Sunday after a fire started at a Connewarren Lane address in Mortlake.
He said the shed and contents, including the Land Rover, were destroyed.
Warrnambool, Mortlake and Norrat fire fighting units attended and took about 30 minutes to bring the blaze under control.
Crews finished the clean-up at about 4am.
Senior Constable McLean said fire investigators would examine the scene to try and determine a cause this morning.
Warrnambool fire brigade members were also called to an incident in Warrnambool's Crawley Street about 9pm on Saturday night.
A man had a bonfire fire going on his front lawn despite fire restriction being in place.
He may be issued with an infringement notice.
The shed fire wasn't the only drama in Mortlake early Sunday with police also finding a driver was more than four times the alcohol limit after an accident.
Senior Constable McLean said a Ford Falcon station wagon was involved in crashing through a sign and fence in Boundary Road at Mortlake about 5.15am.
The driver returned an evidentiary breath test reading of .205.
He is expected to be charged with a range of driving offences.
