In a tight finish, Terang's Tyson Densley took first place with a time of 21 minutes and one second on Friday night.
Terang and District Lions Club president Chris O'Connor said it was great to have a Terang winner.
"He's the first Terang local to win it which is pretty amazing," he said.
"He has come in with quite a good time of 21 minutes."
Mr O'Connor said he was thrilled to have about 400 participants run or walk the 5.92km course which started from 6.30pm.
"It seems to be the premier fun run in the district," he said.
"It started back in 1983 after the fires.
"It's been a great community event ever since."
The Terang and District Lions Club Fun Run and Walk started at Noorat and finished at the Terang RSL Hall.
Densley, a Terang Mortlake footballer, battled windy conditions to achieve his best time in the annual fun run.
"It was a tough run but I enjoyed it," he said.
"I tried to tuck in behind a few of the other runners when I could."
Meanwhile, Cooriemungle's Rachel Ayres was the first woman across the finish line with a time of 24 minutes and six seconds.
"It was very challenging with the wind," she said.
"It was the first time I had done it and I really enjoyed it."
While the 25-year old said the windy conditions were challenging, she said she was well prepared.
"I'm used to the wind with running up and down the family farm," she said.
Ayres decided to participate after seeing the fun run advertised on social media and hearing about it on radio.
"I thought I'm going to do it this year," she said.
Warrnambool's Leigh Monaghan said he experienced a significant moment at this year's fun run.
He participated with his son Fletcher and Fletcher's friend Sam Bushell.
"The boys did a great job," he said.
"I came across the line and then went back and picked them up and it was one of the proudest moments of my life."
