The WDCA, which secured a spot in the top tier of the inter-association tournament in 2015, was regulated for the first time in four years after a comprehensive seven-wicket loss to Sale-Maffra.
Warrnambool won the toss and batted first and was quickly bowled out for 91 before Sale-Maffra took just 11 overs to claim victory.
Port Fairy's Jason Perera (27) and Merrivale's Jeremy Burgess (34 not out) were the only batsmen to make a substantial score.
Woodford's Hank Schlaghecke (2-37) and Russells Creek's Matt Petherick (1-6) claimed WDCA's only three wickets.
Captain Nick Butters said the side was already driven to earn promotion.
"The boys are disappointed and they will be motivated to have a crack next year and get ourselves back up," the all-rounder said.
"We hope to (have the same team next year) and I hope they will put hands up so we can try to get ourselves back up again.
"We had a good week but things haven't gone our way.
"They are a good bunch of guys.
"Overall it was a pretty good week besides the results."
A half-century from Mortlake's Tyler Schafer wasn't enough to help South West Cricket secure a spot in the division three final.
It bowed out of the tournament after a heartbreaking four-wicket semi-final loss to Seymour.
