Detective Sergeant Andrew Raven, Warrnambool police crime investigation unit, said it would be alleged that the boy stole a car last Sunday morning.
The youth has been charged with theft of a vehicle, attempted theft of a vehicle, causing criminal damage unlicensed driving and committing serious offences while on three sets of bail.
He was charged on Thursday, appeared in court and was bailed again with strict conditions.
